You've provided no details that matter and nothing you've tried either. So the response you're getting is: Dunno.

literally any video placed on any website, any.

Previously it was jus terribly tearing (it was impossiblr to fix) but now the video just plain doesnt work

Theres a lot more to "video" than simply not being able to play video. If you illustrated an example much better suggestions would be possible. The only hunch I have due to the perceived ubiquity of the problem is: https://bbs.archlinux.org/viewtopic.php … 2#p1650542 (don't know what the paths on Chrome are, adjust accordingly)

I cannot play youtube, but for audio only soundcloud for example it works.

So did you try what I posted? Do you not get any output in the terminal? For a quick test, as detailed in that thread, if you can playback in a incognito window it's almost guaranteed to be a cache issue.

i can play in incognito but its tearing AF, not that it did not tear massively in normal mode

Install a compositor to fix tearing, or if you don't care about gaming performance enable the composition pipeline.: https://wiki.archlinux.org/index.php/NV … en_tearing
For the actual problem, identify the location of the ShaderCaches (instead of ~/.config/chromium it's likely ~/.config/google-chrome or similar) and remove them.

removing them did not help

Do you not get any usable information from a terminal? And *what exactly* did you remove? I mentioned three folders in my reply, did you identify the corresponding paths for google chrome?

I used rm -rf to deletem them, all of thoose you mentioned

Google-chrome is presently at version 66 and Firefox-dev(eloper) at 61. It appears OP is either not updating, doing unsupported partial updates, and/or did not install Arch per the Wiki. Or not running Archlinux at all.
regards
EDIT: Did not take waste the time to verify any other packages.

Those are foreign packages, it doesn't necessarily point to an issue if they are outdated.
But this might still be a good hint either way, are you fully updated? Do you use any nonstandard chromium flags?

My system if 100% up to date, and i dont use nay flags

Then how did you install those "foreign" packages? There is no "firefox-dev" in the AUR, but there is "firefox-developer" and it is at ver. 61. And, again, Google-chrome at ver. 66. If only the two packages that I bothered checking are outdated, what about all of the 50-some other packages that you listed in your system, OP?
Video playback--good video playback--has always been a touchy thing in Linux browsers, the redheaded stepchild you might say, and we've only really had decent playback for the past couple of years. A broken system is one way to ensure it doesn't work well.
Straight up questions, OP. How did you install Archlinux? Are you running Archlinux or a derivative?
Thursday regards

You are doing something very peculiar, as said countless times already post the output of a chromium terminal run, as well as after reproduction of the issue
