You are not logged in.
When I try to log into my user-account in GNOME version 3.28.1, the first attempt does not work (with correct user/password combination). The message is the same as if I had used the wrong password. The second attempt works as expected.
The problem only occurs, after the laptop suspends (automatic logout).
If I actively logout (e.g. ctrl+l) and login again, logging in immediately works.
Faillog, does not seem to recognize the failed attempts:
[user@host]# faillog -u user
Login Failures Maximum Latest On
user 0 0 01/01/70 01:00:00 +0100
Searching for the problem on Google, showed that this is not new. However, I was not able to find a suitable solution. Most threads/articles were outdated (early 2000's). There seem to be no articles from the last ~4 weeks.
Any idea what I could do to to fix this?

I've got a similar issue to you here. I'm running Gnome 3.28.1-1.
When I boot my laptop, login works. When I lock the screen (Win + L), login works. However, if I suspend (by closing the laptop lid), when I resume the machine, login fails on the first attempt.
It's a weird one. Do we need to report a bug in gdm?

Same problem here. I noticed that if I first press the cancel button of the GDM login screen then I am able to login...
