Dell Vostro 1720 Screen Flicker on Resume

On my Arch laptop, any time I close the lid and open it again the screen starts to flicker from the mouse pointer downwards, moving with the mouse. Currently, the solution I've found is quickly tabbing between Konsole and another GUI application. It has to be Konsole.

lspci | grep -i vga: VGA compatible controller: Intel Corporation Mobile 4 Series Chipset: Integrated Graphics Controller (rev 07)

The laptop is set to turn off the screen on lid closed. It does not enter sleep nor hibernation mode.
