Starting with new thunderbird 60 the GUI still ignores locale settings and comes up in english language only. This is mentioned in bug

but although this bug has been declared to be fixed it's still not working.
Packages installed here are current, i.e.
thunderbird 60.0-3
thunderbird-i18n-de 60.0-2
Locale ist set to german, i.e. de_DE.UTF-8. Downgrading to thunderbird 60.0-2 does not fix the problem.
Following the hints in FS#59586 does also not fix the problem, i.e. setting intl.locale.requested empty in pref.js does not work. After setting it either with vim in prefs.js or using the GUI config editor . After (re)starting and closing thunderbird that entry has been deleted in prefs.js by thunderbird.
So I wonder why FS#59586 is closed????

I've now seen that intl.locale.requested is set global in /usr/lib/thunderbird/defaults/preferences/vendor.js and is empty. I did expect that to set as a user_pref, so that`s the reason thunderbird did delete that in my local pref.js file.
Using strace I can see, that $LANG seems to be respected, because I can see
stat("/usr/lib/thunderbird/extensions/langpack-de@thunderbird.mozilla.org.xpi", {st_mode=S_IFREG|0644, st_size=582574, ...}) = 0
in the log of the main process followed by a lot of similar successful stat()-calls to many german locale files. Obviously thunderbird has detected the german language, i.e. the de-suffix. But thunderbird does not load or use it.

Starting with new profile brings up german thunderbird.

Trying Edit->Preferences->Advanced->Language seems only to set date/time format. It doesn't change the GUI language. Although it's currently set to english date format, I do expect that to correctly show german format, if the locale will be set again, because I didn't change that and it was correct until thunderbird 59.

So the issue is with your old profile. I have no idea why thunderbird doesn't like it, my update worked.
In the worst case you'll have to export your mails and other data, create a new profile and import.
