Hang on reboot and shutdown

I just put together a new PC. Of relevance are a MSI x470 Gaming Pro board with a Ryzen 5 2600X. I've been using Arch for years and not seen this particular issue before. When I 'reboot' or 'poweroff' the system goes through all its usual shutdown procedures then hangs on Starting Reboot. It doesn't appear to be that usual Session c1 issue. I'm also getting a new error I've never seen before but I'm not sure if it's relevant to this, as it outputs to tty any time it wants, including during the hang. I'm really not sure where to start.
