Separate /sbin (not linked to /usr/bin)

Is there a way to produce an arch installation where /sbin is a stand alone directory? Ι have a nvme disk which is not accessible before the init process starts, and I would like to put the /usr directory on this nvme disk

No, but why do you think you need to do that? The init process happens in the initrd, which has it's own filesystem. Just use the /usr (or systemd) hook.

Note that having /usr separate to / is not recommended.
