Today I upgraded my packages which included "xf86-video-ati(1:18.1.0-1).
After a reboot X would no longer load. Just got a blinking cursor.
I was not able to get into a console and had to use an external box to downgrade to xf86-video-ati(1:18.0.1-2).

Edit (a day later): I might have been wrong. After a day of no artifacts, I'm getting them again. Probably aging hardware.
Yes, it caused problems for me. I did a full sync and upgrade yesterday, had some pixel glitches I thought were the monitor's fault, and today noticed bigger problems -- offset horizontal lines, then jiggling, and going blank black when a window with sufficiently-complex contents appeared (large browser window, small browser window with images, small window full of icons). This is with no hardware acceleration (that always gave me errors and a corrupt picture) on a Radeon 4000 series ATI.
I downgraded back to xf86-video-ati 1:18.0.1-2 and everything looks fine.
