syslinux menu is persistent on screen at login prompt

At some point recently the syslinux menu started being in the background at my login screen.  I'm not using a display manager or desktop environment.  I don't know when this started.

Update:

Apparently systemd is supposed to clear the screen before the login prompt via TTYVTDisallocate which defaults to yes for agetty.

However this doesn't work for me.

I instead created an override file that runs agetty on tty1 without the --noclear option (which is present in the default unit file).

I still think systemd is broken in this regard, but I can't seem to do anything else about it.

You could try "MENU CLEAR" in "/boot/syslinux/syslinux.cfg".
