AMD video card is hotter in Arch than Windows

Hello!

I run Arch Linux in dual-boot with Windows 10. Usually I use Arch for working and Win10 for gaming. My setup is:

Mobo: GA-AB350-D3H
Processor: AMD Ryzen 7 1700 3.0GHz
RAM: Corsair Vengeance 16GB 3000Mhz
Power supply: EVGA 600B
Storage 1: SSD 120gb 530MB/s
Storage 2: SSD 240gb 530MB/s
Storage 3: HD 1TB 7200RPM
Video card: XFX AMD RX480 8GB

Some hours ago, when I was next to the cabinet, I felt a hot air coming from behind. So I checked the temperature of the system using sensors and I noticed that the GPU was at 79ºC. I shut the PC off and fooled around on Windows, but I didn't play any game, I just browsed on the internet and read emails. The temperature of the GPU was about 48ºC (what I consider as normal for a low use). I rebooted the machined and logged in Arch again. The temperature began to increase degree by degree until 79ºC again. I think the sensor is fine because the air getting out the VGA is hotter than normal.

I use the common AMDGPU driver. My default environment is KDE. I tested the temperature on LXDE and the result was the same. The applications I usually use in Arch are Chromium, Firefox, PHPStorm, Sublime Text and Slack app. I don't play any game on Linux.

I searched for a tool to check which process could be consuming my GPU, but I could not find any. I don't know since when it happens because I've almost never checked the system temperature when Arching.

This card uses the amdgpu driver, not radeon.
Edit: The dpm settings should be the same, though.

Them there AMD processors have controversial thermal sensors, maybe they do the same thing on their video cards too...

Most likely there are optimizations in the Windows driver that are undocumented that aren't known about to Linux developers.

This should be fixed with kernel 4.18.13.arch1-1 or later, if/when it moves from [testing] to [core].
