I have used an alias to start wpa_supplicant and dhcpcd for a long time because I only use it at my house. So right not I'm in Wisconsin at a relatives house and wanted to do some Linux bidness because it makes me happy. Right now I have done a few thing and I'm somewhat stuck. I started by clearing the network ssid and psk from the wpa conf file. I set my device up and ran wpa_cli and set the new name and password.
Here is where the tricky part for me was, wpa_cli was initializing as p2p-dev-device I stead of just device and I had to explicitly run wpa_cli with the -i device flag to get the cli to scan and actually get results. But, moving forward I had gotten supplicant configured and running and the. When I run dhcpcd it always times out. I have used the -dd flag when running supplicant and noticed there are lines that have the p2p-dev prefix which I'm very certain is causing a problem or two.

I'm a dummy.
I misspelled a word.
Anywho for any others who have a wpa_cli issue due to p2p-dev --
1. Set device up
2. Configure wpa_cli using -i device
3. Run dhcpcd
Test with ping -c 3 www.google.com
Marking as solved.
