Static Nosie Screen after logging out

I have 2 users on my laptop. If 1 user locks the laptop and the other user switches to a parallel session and logs out, then it shows output of the Xsession restarting but ends in a static noise screen.

I'm not too sure how to go about debugging this issue, so any help is appreciated.

Memory: 6.8 GiB of RAM

Please let me know of any logs to view/post.
