eth0 and eth1 swap places

I have two NICs in my machine, one onboard and one as PCI. Normally eth0 is onboard and eth1 is PCI.

In the last couple of months on about 3 occasions they have been the other way around on boot. A reboot has sorted it but I'd like to know why and is there anything I can do to prevent this and fix eth0 to the onboard NIC?
