Steam In-Home Streaming Not working on this machine

I have a Windows desktop (running steam), an Arch desktop (not able to stream games), and an Arch Laptop (able to stream steam games no problem).

I have read through the Arch wiki regarding common Steam problems and do not see solutions for the problem I am currently experiencing.

The desktop that fails to stream games does run the steam client without issue and will run the supported games as well. However, the client fails to recognize the other Steam client running on the windows box. In the Steam client under "Settings" > "In-Home Streaming" there is no clients listed. On the windows side, I can see the faulty Arch Linux client listed, however it is listed as "Not Connected". The working Arch Linux client on my laptop starts up and immediately detects the windows client and is able to stream games no problem.

Things I have tried...
  - Pinging the windows box from the Arch box and vice versa (ping receives a reply)
  - Finding missing libraries (appear to be none after installing steam-native-runtime)
  - Completely uninstalling and reinstalling steam (pacman -Rnu steam)
  - Diffing the startup log from the working steam client on the laptop with the non working client. (no glaring differences, see below...)
  - Checking dmesg (nothing printed as a result of running steam)
  - Running both clients in Beta/non-Beta mode (no difference)
  - Installing and running the flatpak version of steam (no difference) 
  - Wireshark analysis of the working and nonworking session (most notable difference is that the non-working steam client has "0" in the "Auth ID" field which doesn't seem correct)

At this point I am not sure what to do. Any help would be appreciated.

Windows computer has a nvidia GTX 970.

Working laptop is an Intel core i5 (onboard graphics).

Faulty Desktop is an Intel XEON (onboard graphics).
