This only started showing up after installing packagekit-qt5 (required for Discover to install packages). Happened now on 2 independent installs. Distro issue? Didn't appear on Debian testing.

There are plenty of errors in your plasma-discover log. Something stands out for me:
plasma-discover org.kde.plasma.libdiscover: error loading "packagekit-backend" "Cannot load library /usr/lib/qt/plugins/discover/packagekit-backend.so: (libpackagekitqt5.so.1: cannot open shared object file: No such file or directory)"
There seems to be a missing module. I'm afraid I don't have the solution but it could be a lead.

I looked into it but sadly that's not the culprit. ldd on packagekit-backend.so said it wasn't linking to libDiscoverCommon.so, even though it was in the system. I symlinked libDiscoverCommon.so into /usr/lib and the message is gone now, but the fwupd error remains.

Can you see if you have /usr/lib/qt/plugins/discover/fwupd-backend.so installed?

Yep, /lib/qt/plugins/discover/fwupd-backend.so is there and linking.
