'intel-media-driver' install the new graphic driver for Intel newest chips.
But the driver permissions is different of the rest of graphic drivers in same folder:

Is this a bug? Could this affect to the functioning of driver?

I can cofirm those are the permissions in the package. It looks like a packaging bug to me. Have you checked the bug tracker?
