systemctl --user fails on new install

I’ve reinstalled on two systems, one last week and the other today. The first system is running perfectly, but on the second whenever I try to run a command related to "systemctl --user" I am asked for my password (which I shouldn’t be having to provide ) , I then am given the error “Failed to connect to bus: No such file or directory”. This is really strange since they are both installed from the same usb, and the system that is giving this error was running perfectly until I did the reinstall. Any insights would be very much appreciate.
