After upgrading to kernel 4.19.1, I cannot load my nettop. The system hangs before logging in.
I determined that my keyboard (Smartbuy SBK-209U-K) is causing a hang. I replaced the keyboard (A4Tech GR-85) and the system booted.
Also, I can't boot the archlinux-2018.12.01-x86_64.iso installation image with Smartbuy and can with A4Thech.
I bought another keyboard Genuis KB-128, and it also causes a hang.
Now I use Linux4.14.87-1-lts.

I cannot boot from Archlinux installation image.
The behavior during the hang is the same.
Often i get this screen before hung.
Sometimes cursor on screen stops blinking.
Without keyboard same behavior.

Is it attached to the kvm switch/hub/whatever in the picture?
What if you connect it directly?

Keyboard connected by hub, I try direct connect: the same. Also I tried plug keyboard to USB 2/USB 3.
I wrote that 4.19.8 is loaded with nomodeset.

Xorg won't work w/o modesetting - but i thought you'd already struggle to boot in console mode…?
There multiple recent reports about plasmashell causing graphical issues, in this case please post some xorg log.

I use auto login, and call startx in .bashrc, see below

For 4.19.x I disabled startx call (commented this lines). Therefore plasma didn't start, hangup happens before xorg.

I unplug A4Tech -- hungup.
There is a difference in the devices: full-speed USB and low-speed USB. I do not know how this can affect.

What does it look like when it fails to boot? Is there just a perpetual prompt that keeps flashing? I had a similar problem.

So it seems more the absence of *that* keyboard and less the presence of anything else that causes this?
Can you still ping the system (or ideally ssh into it) after unplugging the A4Tech?
Any "dmesg -w" output for unplugging the A4Tech?

I have news.
I've prepared bootable USB stick with base system, it successfully booted, I got console with any keyboard.
System works until I start NetworkManager.
I will try to change some BIOS settings to get more information. Or will try disconnect Wi-Fi module.

I'm having the same problem with the Fedora 4.19 kernel. As reported by Blitz67, system works until I start NetworkManager. However, I can boot the 4.19 kernel with networking on and working if I include the nolapic parameter on the kernel line in grub.cfg.

Today kernel had upgrade to 4.19.9-arch-1, and system booted properly, reached plasma, wifi connected to my home lan. I tried write this message but screen became noise like on first picture.

Wifi isn't wired via USB, but there's a suspicious systemd-hostnamed audit at the end of dmesg and nmbd action on the end of the journal. However I don't see where nolapic would play at this…
You could try to disable nmb.service and connect using wifi-menu rather than the NM service.
If the issue remains we've at least ruled out anything on this side.
My next best gut-guess would be "iommu=soft".

For what it's worth: Did a full install of manjaro-mate-18.0.1-pre1-stable-minimal-x86_64.iso (which uses kernel 4.19.12-1-MANJARO) selecting use nonfree drivers. Kernel is using the proprietary r8168 Realtek module instead of the open source r8169. And it just works.
