I am attempting to install GRUB onto a UEFI system, the UEFI partition is /dev/sda1 and is mounted at /mnt/boot.
When I run:
grub-install --target=x86_64 --efi-directory=/mnt/boot --bootloader-id=GRUB
It spits out this error:
grub-install: error: /usr/lib/grub/x86_64/modinfo.sh doesn't exist. Please specify --target or --directory.
If additional information is required, I am happy to provide.

Compare your command to the command in https://wiki.archlinux.org/index.php/GR … allation_2
Your --target line is incorrect and should read --target=x86_64-efi

After correcting my mistake, running grub-install --target=x86_64-efi --efi-directory=/mnt/boot --bootloader-id=GRUB results in the error:
grub-install: error: failed to get canonical path of `/mnt/boot'.
It is unclear to me if I need to have ESP be the mounted point or the partition.

The mount point, post outputs of
lsblk
mountin [ code ] blocks in doubt.
FWIW if you are already in the chroot and did the other setup correctly it would be at /boot

sda 8:0 0 232.9G 0 disk
sda1 8:1 0 512M 0 part /boot <<This one is the EFI partition
sda2 8:2 0 7.8G 0 part
sda3 224.6G 0 part / /dev/sda3 on / type ext4
/dev/sda1 on /boot type vfatOffline
O whoops, lsblk -f would be more telling, however, as suspected, your mount point is /boot . As you changed root, you are now from the point of view of the installed system, so your /mnt/boot is properly located at /boot
