how to send files through two HBA cards on two Linux servers?

I want to know how to send files through two HBA cards on two Linux servers (for security reasons, the two servers are not connected to the network before, and cannot be transmitted over the network).

At present, I install the targetcli tool on one server as the storage server, and the other as the client, I can write the file from the client to the server, but the server can't see (read) the file written by the client in real time. Is there any way to make a disk that is the backstores of targetcli, and can be mounted by the server at the same time (read-only mount), get the file information written by the client in real time?

Another idea is to communicate directly through the FC protocol or the SCSI protocol, but I don't know if there is any suitable API,which can realize the communication between the two servers through the HBA card.
