Openbox Shortcuts

Hi,

I did not find any answer despite looking for it on the Internet so I will ask it here.

Is there a way to set the Alt+F4 shortcut with Openbox when there is NO active window ?
(Keeping enabled the active window closing behaviour)

I would like for it to shutdown the system.
