My download speed on the Arch is much slower than on Debian. Most of the online tests show that on Arch I have download speed around 30 Mbps while on Debian it's around 90 Mbps. Upload speed, however, is fine and on both Debian and Arch somewhere around 90 Mbps.
I'm using Network Manager.

I would love if that helped me, but it didn't

ethtool enp3s0?
Also please scratch "most of the online tests", esp. browser based ones. Try https://linhost.info/2013/10/download-test-files/

I've tried on both chromium and firefox.

If autonegotiation fails due to the other side, try setting duplex and speed directly ("ethtool -h", see "-s" options)

You may have to explicitly reconnect.
Thank you very much! That helped!
So, the solution was
sysctl net.ipv4.tcp_ecn=0
And then explicitly reconnect?
Offline
Hum?
ethtool says the autonegotiation between your NIC and the router didn't happen and you're left w/ a half-duplex 100MBit connection (what explains your results)
I'm not sure whether that was caused by the Explicit Congestion Notification, but if deactivating that alone caused proper autonegotiation and connection (after the reconnect) you can (and should) set that with an entry in /etc/sysctl.d/ (the sysctl change won't survive a reboot)

Systemd stopped setting net.ipv4.tcp_ecn = 1 with v240 which was overriding the kernel default of net.ipv4.tcp_ecn = 2 which generally did not cause issues.

Hmm, now that I reconnected
Advertised auto-negotiation: Yes
Speed: 100Mb/s
Duplex: FullThat makes me think that this problem might've appeared after I connected to openvpn server.
Could it be related?

It's certainly not impossible - try to reproduce it ;-)
