PgUp, PgDn don't work on Terminal interaction, Browser etc.

Arch 4.20.1-zen1-1-zen
Cinnamon 4.0.9-1
mesa 18.3.1-1
xorg 1.20.3-1

AMD 8320e + RX480 + 990X + Unicomp Model M (everything worked before on this keyboard)

The keys themselves work. E.g. when pressed, the marked link in a browser blinks, while one of the two keys are pressed. Also, in Terminology, I can split and switch screens, involving PgUp and PgDn.

Home and End work as they should, jump to the beginning or the end of the journal, or a webpage, works.

Cursor up and down work to move the webpage, journal, 'less output', one line at a time. Especially in the journal and long webpages, this is quite tedious.

EDIT: When logged in via another TTY, PgUp and PgDn work in the journal!

I really got no clue on where to report this bug. Is it a problem with X, with Cinnamon or something completely different?

Help would be appreciated.

Unfortunately, this problem didn't get solved by an update, as asumed earlier.

Yesterday I installed Manjaro KDE on a Laptop (i5 3210M + i915) ( I know Manjaro is not supported, but that's not the point). On KDE I get exactly the same problem as with Cinnamon on Arch. PgUp/PgDn ceases to do it's job in programs (journalctl, nano, browsers), but keeps working with the use of shift+PgX to look at given commands earlier.

On Github I posted a bug report, and at least one person had the same issue, with Cinnamon on Linux Mint. (Also not supported, I know)

The problem seems to lie deeper, maybe within X?

For now, I use the Plasma Wayland session on the laptop and look whether this problem also occurs under wayland. I really got no clue on where this problem might originate. Does nobody on Arch have the same problem?
