[SOLVED] 24-hour clock in KDE Plasma 5.15.0.

I had never experienced such kind of problem before. But when I installed Arch Linux another time couple of days ago, I noticed that I can't change the time format from 12-hour to 24-hour.

It started to work, when I changed "detailed settings" in "set time format" to et_EE. But after that I got another problem with locale

locale: cannot set LC_COLLATE to default locale: No such file or directory

Is it a bug? Are there any ways to set 24-hour time format without changing the region?
