I think that I'll have a local repo on my PC in /home/data/pakker ... What should I do so pacman take packages from this directory :?:

It depends on what you mean with local repository.
A: Store packages in a specific directory.
Solution:
When Building packages with makepkg you can change the output in /etc/makepkg.conf to a directory of your choice.
For Install
pacman -A package-version.pkg.tar.gz
For upgrade
pacman -U package-version.pkg.tar.gz
B: Store packages in a specific directory and pacman can search them
