Failed to clone hardisk to an encrypted external HDD

I have a damaged luks 238G nvme partition that I want backup/clone to an empty encrypted 2TB (sdc1) luks partition before I start working on it.
I followed https://wiki.archlinux.org/index.php/Dd … nd_restore
#clone entire disk

dd if=/dev/nvme0n | pv | dd of=/dev/sdc1 bs=1M count=35000 conv=noerror,sync status=progress

The process was done in 5m. It said only 37G was copied. When I plugged the 2tb into my other computer to open it with "luksOpen /dev/sdc1 cryptotb" it said "Device /dev/sdc1 is not a valid LUKS device" I have made a backup of luks header of 2tb when I encrypted it. not that it matters since its an empty but trying to get into backup habit.. This was done  with Arch live CD
