Blueman Default bluetooth start

Hi

Please inform, if I can pre-set blueman to make bluetooth as off.  In tlp settings, it should be off, but as Openbox is launched and I start blueman, bluetooth is by default ON. I tested on xfce also, and the bluetooth is by default ON.

Let me try it ..., but shouldnt this work already:
/etc/default/tlp

# Radio devices to disable on startup: bluetooth, wifi, wwan.
# Separate multiple devices with spaces.
#DEVICES_TO_DISABLE_ON_STARTUP="bluetooth wifi wwan"
DEVICES_TO_DISABLE_ON_STARTUP="bluetooth wifi wwan"

Should I report a bug? Or does the blueman overrides the tlp setup?
