Running this command:
snapper -c root create --description Descriptionoutputs:

I don't know what I am doing wrong. I am trying to snapshot the (/) directory. My goal is to be able to snapshot (/) and restore it at a later time if the OS gets screwed. Can someone tell me what I am doing wrong and how to resolve it?

I don't understand your configuration, but I will try to explain mine for you.
My btrfs (one of several, actually, but I'll just describe one of them for clarity) exists on a partition, say /dev/sda4. It contains "normal" subvolumes / and /home.
So, I mount the root subvolume (not to be confused with /) thus:
mount -o subvolid=0 /dev/sda4 /mnt/btrfsrootYou can call the mount point anything you want. Then, I make a subdirectory for my snapshots under /mnt/btrfsroot, e.g., /mnt/btrfsroot/.snapshots
I hope this helps.
