blocks/distortion when watching an MP4 video using VLC

I didn't  encounter this issue when I used VLC on Windows/Manjaro.
On Manjaro, I recall that  the OS installed several xf86-video drivers. Since my setup only has a discrete AMD GPU, I only installed xf86-video-amdgpu. I am not sure if the issue is related to the xf86 drivers. I just thought I'll mention it just in case.
Any ideas on how to fix?

On both Manjaro and Arch, I was using the  4.19 kernel. My video card (only discrete is present. The CPU has no built-in ones) is an AMD RX570.

I ran VLC on the terminal and getting these messages

I installed mpv and getting what seems to be a similar sort of error

I assume the issue is HW accelerated decoding itfp, do you still have the manjaro installation?
Also: please post your xorg log, the vlc log and check whether the same symptoms apply to eg. mpv or mplayer (they'll print to the console which codec and sink they use)

edited my original post. I burned manjaro deepin to a USB and see if I can replicate the issue on a live USB.

The interesting part is actually whether or not you're using HW accelerated decoding (and whether that differs on manjaro; vlc does not seem to find the radeonsi vdpau driver, so rather software decoding) but that particular video seems certainly corrupted.
Do you experience this w/ all videos? What about a YT download?
