Hello, I'm currently using Arch on KDE with the kernel 5.0.5.
I have pulseaudio and pulseeffects installed on my machine.
After updating the kernel I noticed that the audio system in my machine got some problems:
1. Basically the audio system is unstable; I'm currently using DeaDBeeF and Clementine and the symptoms are the same.
When I play the music and just surfing the net, the music is not streaming in a constant fashion but sometimes stops very shortly and resume, causing some noticeable noise and disturbance.
This is much more noticeable in Clementine. This happens even when there is no audio source being played on the browsers.
On the other hand, on DeaDBeeF, if I briefly pause a music and then restart, it takes about more than a second to resume.
This phenomenon is DeaDBeeF exclusive as far as I can tell.
All these problems I do not notice on the browsers, say when I'm playing a youtube video or a plain music file.
2. For some reason, on some site, from time to time, it takes way too much time to load the sound.
For example, I just type in any word on the google to listen to the pronunciation and sometimes it takes about a couple of seconds before it plays the sound.
It is quite erratic but it seems like if I'm not frequenting the site and doing something else for a long time and check the pronunciation it happens with a higher probability.
And on the other hand, if I'm keep listening the pronunciations then the chance of this problem happening seems to be lower.
I apologize for my lack of knowledge on this problem; I'm not even sure where I should start debugging and what to provide to you experience users.
All I did was reinstalling the pulseeffects and the media players, but it didn't work; I haven't tried reinstalling pulseaudio yet.
I'll provide any information that is necessary. Any help would be highly appreciated!

Have you tried disabling pulseeffects/playing back to a non pulseeffect affected sink? It's likely that some filter you are applying takes too long, is incorrectly configured.
FWIW during affected playback, what's your output for
pacmd list-sinks
pacmd list-sink-inputs
pacmd list-sources
pacmd list-source--outputs

Thank you @V1del for your reply! Indeed I suspect pulseeffects is causing a problem; I'm on KDE and I had to install an additional package to use the equalizer.
In Clementine, I redirected the audio output device 'auto' to 'family 17 model ... analog stereo' but it seemed like the phenomenon persisted (I'm quite not sure though...)
I do think the problem lessened noticeably but I'm afraid it might just be a placebo.
I get a lot of GTK related errors when opening the pulseeffects as well.

So I think I have fixed the issue of DeaDBeeF; basically in the prefence-sound tab the output plugin was ALSA and the output device was PulseAudio sound server. I changed the output plugin to PulseAudio and after that the lagging seems to have been fixed.
Even after tinkering with the preference settings, it still takes some time to pause and then play, or play another song in DeaDBeeF. Not in clementine though.
The problem is that still when I search for a word and listen to its pronunciation in Google, it takes about a couple of seconds before the pronunciation comes out. I do think that this is somehow related to PulseEffects or PulseAudio but I'm not sure what is causing the problem and how to fix it.
Please help!

Depending on what kind of effects you are applying this is going to be inevitable to a certain degree. Which effects are you using, how are they configured, which buffer sizes have you set? FWIW can you rule out whether this is just pulseeffects related or some deeper issue? Can you still reproduce if you disable pulseffects and play back to a standard pulse sink?

@V1del Thank you for your caring about this question! I noticed that the problem related to DeaDBeeF disappeared when the pulseeffects is disabled. I was basically using the neutral preset that I made which indeed has flat equalizer level. I installed pulseeffects and had to install something else in order to activate the equalizer and other panels, but that's about it. I hardly tampered anything.
