[SOLVED] SAPPHIRE PULSE Vega 56 fans inoperative on kernel 5.0.7

I've recently installed a SAPPHIRE PULSE Vega 56 running kernel 5.0.7 and the fans don't work at all, even when running graphically-demanding games. When I run those games, I get the expected performance of 55-60 fps at a "high" quality modeset, so the drivers work fine. I'm using a MSI B450 Tomahawk motherboard which has 'Gaming Boost' ability, which sets all the fans (CPU and GPU) to high and boosts the CPU frequency by 450 MHz. This allows the GPU fans to run but only during the BIOS and until a module gets loaded during boot. I'm unable to deduce what is actually causing it though.
