Whenever I try to wake my laptop up from suspend it freezes on a black screen. I can't change tty but I can REISOU/REISUB.
My specs
amd a9-9420
8 gb of ram
5.0.12-arch2-1-ARCH
gnome 3.32.1
My current kernel parameters
GRUB_CMDLINE_LINUX_DEFAULT="quiet sysrq_always_enabled=1 resume=UUID=7bab0bc6-ce26-4313-ba4b-87d36a32a8e7 acpi_backlight=vendor"Link to my "sudo journalctl -b" output
https://pastebin.com/mDTGETAd
Things I've tried so far
adding amdgpu to my modules in mkinitcpio
switching from gdm to lightdm
switching to linus-lts
increasing my swap size from 8 GB to 12 GB
installing tlp
uninstalling tlp and installing laptop-mode-tools
reinstalling acpi
adding amdgpu.dc=0 to my kernel parameters
adding resume=SWAP_PARTITION to my kernel parameters
None of these fixed my wake problem. The only change I saw was that when I used amdgpu.dc=0 it'd boat to the screen right before I suspended, and I could move my mouse around but I couldn't click on anything, although I could still REISOU/REISUB.

My laptop (HP 255 G6 )has similar specs to yours
amd A9 9220 cpu
Radeon R4 GPU.
I bought it 5 months ago and had the same issue as you when i installed Arch linux.
After trying almost every linux distribution that i know how to configure (debian , slackware current , opensuse , and derivatives )
i found out that this laptop works only with kernel 4.20.xx , the latest linux-firmware and with the radeon module loaded on boot.
kernel 4.14.xx also is fine but for a reason i dont know i have faster battery draining than with kernel 4.20.xx.
Currently on my arch linux i use
Linux arch255hp 4.20.11-arch2-1-ARCH #1 SMP PREEMPT Fri Feb 22 13:09:33 UTC 2019 x86_64 GNU/Linux.Offline

This seemed to work for me, thanks. I don't really exactly know why my machine is acting weird with kernels >5.0, but I believe it might be associated with this bug: https://bugs.freedesktop.org/show_bug.cgi?id=106447
