systemd doubles service statring attempts every once in a while

I use Linux 5.1.2.arch1-1 and systemd 242.29-1. Every time I boot I see FAILED messages about some services that are not supposed to start. What happens: every once in a while (still do not understand how) those services double their start attempts and systemd treats condition check as a start attempt. There's the log: https://hastebin.com/catudemori.sql. Of course, sometimes there's no doubling but maybe 5 attempts to start a service, but I think it's a bug within a bug. Also, that service is not the only one — there are some services that behave the same: https://hastebin.com/yacewicula.sql. What is it and how to fix it?

If you need any additional info, I will provide it. It did not double since the last post, the amount of attempts is still 8.
