I have got intelbacklight package, it works via sudo only though it has "s" in user permissions.
-rwsr-xr-- 1 root backlight 17368 May 30 10:03 /sbin/intelbacklightWhy SUID doen't allow me to run it without "sudo" command?

Did you read the output from pacman when you installed the package? If not, check it again now.
SUID means it will run as root if/when it runs - but if you are not root nor in the 'backlight' group, you can't execute it at all. The actual error from attempting to run it should also tell you this as the problem is not that the running program doesn't have sufficient access to do what it needs to, but it will not run at all as it is 'read only' and not world executable.
