I installed proxmox ve on virtualbox. The installation was successful. It did complain, however, that no kvm technology was detected, even though virtualization was enabled in BIOS. The vm boots fine, with a few error messages, but I still can't seem to connect to the server via my host browser (the connection always times out)...

The BIOS settings are not the most relevant, you are running a virtualization environment within a virtual environment (I can't imagine why you'd do this in the first place, but that's beside the point). I don't know if virtualbox itself can use KVM for it's VMs let alone run other hypervisers that would.

Virtualbox supports nested virtualization only on AMD cpu, so if you have Intel cpu, you are out of luck.
