Hi,
I'm not able to reproduce any video with VLC 3.0.7.1. Right after opening the media VLC crashes and dumps core. I've tried different combinations of Video output and Video decoding settings without luck.
These are my video drivers and kernel:
libva-mesa-driver 19.1.0-3
mesa 19.1.0-3
mesa-vdpau 19.1.0-3
libvdpau 1.2-1
nouveau-fw 325.15-1
5.1.12-arch1-1-ARCH #1 SMP PREEMPT Wed Jun 19 09:16:00 UTC 2019 x86_64 GNU/Linux
Worth noting that mplayer also crashes:
MPlayer interrupted by signal 11 in module: preinit_libvo
- MPlayer crashed by bad usage of CPU/FPU/RAM.
Recompile MPlayer with --enable-debug and make a 'gdb' backtrace and
disassembly. Details in DOCS/HTML/en/bugreports_what.html#bugreports_crash.
- MPlayer crashed. This shouldn't happen.
It can be a bug in the MPlayer code _or_ in your drivers _or_ in your
gcc version. If you think it's MPlayer's fault, please read
DOCS/HTML/en/bugreports.html and follow the instructions there. We can't and
won't help unless you provide this information when reporting a possible bug.
gcc and and its libs are on version 9.1.0

I'm still seeing issues with mesa versions above 19.0.5-1 with Kaffeine, which uses the VLC libraries. If it had been a while since you updated, try downgrading mesa and related Intel graphics packages with version number 19.1.0-3 to the 19.0.5-1 and see if that stops the crash. If it does, please let us know. The new mesa seems to work for some people and not others. On my system (Lenovo P51 - 5.1.14-arch1-1-ARCH #1 SMP PREEMPT Sat Jun 22 16:28:48 UTC 2019 x86_64 GNU/Linux) VLC alone didn't have any issues with 19.1.0-1 but I haven't had time to try it with the latest version.

Not sure if it will help with VLC, but Kaffeine now plays video without problem after upgrading to mesa 19.1.1-1.

Not for me. mesa 1.9.1.1-1 makes no difference either with VLC or mplayer.
