Stuck at UEFI Interactive Shell, Can boot off of .ISO CD-ROM

Greetings,

I am trying to take an existing Windows 10 and move it to QEMU/KVM with virt-manager.

To start, I used dd to make an image of the existing drive.
Next, I set that drive up as a storage device in virt-manager

When I start the qemu guest, it drops me at the UEFI Interactive Shell which can see all the BLK devices from the disk image.

I've tried typing 'exit' and playing with the boot order but it just loops back to the UEFI shell.

I am able to boot the Windows10.iso using virt-manager and can see the disk image.  So I know that the raw drive image is readable.

I appreciate any ideas, and/or trouble shooting tips.

SATA CDROM XML
<disk type="file" device="cdrom">
  <driver name="qemu" type="raw"/>
  <source file="/home/qemu/Downloads/Win10_1903_V1_English_x64.iso"/>
  <target dev="sdb" bus="sata"/>
  <readonly/>
  <boot order="1"/>
  <address type="drive" controller="0" bus="0" target="0" unit="1"/>
</disk>

SATA DRIVE CONFIG
<disk type="file" device="disk">
  <driver name="qemu" type="raw"/>
  <source file="/home/qemu/kvm_hosts/W10SDB-RAW"/>
  <target dev="sdc" bus="sata"/>
  <boot order="2"/>
  <address type="drive" controller="0" bus="0" target="0" unit="2"/>
</disk>

Thank you.

tl;dr
I am working on booting off a raw image.  I keep getting stuck at the UEFI interactive shell.  A CD ISO boots fine and allows me to see the files on the raw image, but when I set the raw image as the primary boot device, I drop back to the UEFI shell.
