USB3 Power is out after waking from suspend

I have a Dell XPS L502x laptop, when I suspend laptop, and wake it up USB3 Power doesn't restore.
any idea?

If the issue is still present on the current kernel 5.2.9.arch1-1 please post the kernel messages from a boot suspend and resume e.g running the following after resume

journalctl -k -b
