Is there a website where I can download latest versions of "bootx64.efi" and/or the latest shell ?
Are they downloadable?

The (U)EFI shell is part of the firmware of your mainboard's (U)EFI chip.
The bootx64.efi ist just a common name for MS Windows EFI loaders and can contain any EFI loader.

The question makes no sense. That's just the name of the default loader that the firmware looks for, it can be anything. What are you looking for exactly?

sorry about that
i mean, i made a pendrive with some tools running on (u)efi machines, like the MemTest86 UEFI version
i also want to boot to the Shell
how I get the latest version I can run on the machine?
EDIT:
but if i want to run Grub with grubx64.efi, it doesn't boot if "a" bootx64.efi file isn't into the same folder...

If you mean the UEFI shell uefi-shell-git.
Edit:
That is the point of bootx64.efi that Scimmia noted
bootx64.efi overrides efivars

There are shellx64_v1.efi and shellx64_v2.efi files in the official Arch Linux installation ISO.
The latest ISO: archlinux-2019.09.01-x86_64.iso.
You'll find them in the /EFI folder.
Take the "v2" file, rename it to SHELLX64.EFI, and you've got your shell. If that is the shell you are after.
The bootx64.efi is located in the /EFI/boot folder of the same ISO.

If by a "shell" you mean bash or something similar, perhaps you'll find these links interesting.
