I'm using a Sapphire RX 580 gpu with xf86-video-amdgpu drivers on 5.2.11 kernel. When playing games the gpu heats up to ~70 degrees, and reasonably the fan starts spinning at nearly full RPM. But after that, even when nothing is using the gpu and it's temperatures fall down, it only slows down about 100 RPM per minute before reaching normal idle fan speeds.
Sensors output when that happens:

fan1: 2090 RPM (min = 0 RPM, max = 3200 RPM)
temp1: +41.0°C (crit = +94.0°C, hyst = -273.1°C)

vddgfx: +0.97 V
fan1: 936 RPM (min = 0 RPM, max = 3200 RPM)
temp1: +38.0°C (crit = +94.0°C, hyst = -273.1°C)
power1: 41.05 W (cap = 155.00 W)(Yes, second temperature is several degrees lower, but but it cools down to that after a while while RPM falls only by few hundreds)
I can still control the fan normally when setting it's speed manually. But when going back to automatic, it returns back to unreasonably high speeds. This does not happen on windows, so unlikely that it is a hardware issue.

Fixed the issue by using CoreCtrl for fan speed control.
