I am facing this problem after performing upgrade.
After loading a web page, I can scroll for about 5 seconds. After this web page does not scroll. The web page seems to be stuck. If I switch to another tab and go back to the previous tab, the web page will show at the expected position as if the scrolling had succeeded.
Similarly, when a youtube web page is visited, the video gets shown for 5 seconds after which it is stuck. The audio works correctly. If I switch to another tab and go back to previous tab, the youtube video plays for 5 seconds and again becomes stuck.
Can anyone point out how to fix this issue?

Please read How To Ask Questions The Smart Way
and then include some releavnt information: like, graphic card and driver, kernel, journal messages, what was upgraded, your DE/WM and version numbers, etc.

Uninstalling xf86-video-intel fixed the issue.
