After upgrading all apps and rebooting, when starting XFCE it reports "Plugin Audio Mixer unexpectedly left the panel, do you want to restart it?"
It then offers to Execute again, which fails, or Remove.
So no volume control.
Sound was muted by default but alsamixer in a terminal works fine and sound can be restored.
Is this a known bug or what do I do to fix? Presumably it's related to the recent xfce desktop version change.

Same issue here. I tried removing the plugin but issus remains.
Another issue related the panel: I've action buttons plugin wiht "restart" button; it works well but the icon is missing, it is possibile to fix it or set another icon?

Mine quit working recently too and by digging around some I found that it was abandoned years ago. Version 4.11.0-3 in cache is from 7 May, 2016. Running from terminal I get.
xfce4-mixer: error while loading shared libraries: libxfconf-0.so.2: cannot open shared object file: No such file or directory
So apparently an update of xfconf 4.14.1-1(which owns a current version of that file) killed it. I did some searching and some people on other distros had problems going all the way back to 2015.

There is an AUR package for it, but it fails to build.

BTW, just for giggles I tried a downgrade.
pacman -U /var/cache/pacman/pkg/xfconf-4.12.1-7-x86_64.pkg.tar.xz
Just like magic, xfce4-mixer works again. Not sure if it broke anything else, but I suppose I'll find out soon enough.

Audiomixer is what failed, after having worked for years until very recently. Xfce4-mixer is an independent alternative.
I tried downgrading as well but that broke other panel objects. I forget which exactly but I think 2 or 3 failed with the same error that audiomixer reported.
So I reverted to 4.14. and await an upstream fix. Alsamixer in a terminal is crude but at least it works.
What I don't understand is why there are so few other reports of this fault - are we the exceptions and everyone else has upgraded without incident?

The xfce4-mixer port to GTK3 is about 50% done but stalled (see also: https://wiki.xfce.org/releng/4.14/roadmap/xfce4-mixer).
The in-work repository is located here.
If you build xfce4-mixer from the git tree, master branch (which includes the initial GTK3 port work), it will compile against the newer xfconf and work. Unfortunately, there is no PKGBUILD file for this so you'll need to create one.
If you want to see the latest work, build from the in-work repository (no guarantee that will work though).

I removed and installed volumeicon instead. It's not an applet you can add to the xfce4 dashboards, but if you launch it, it will appear in xfce4's dashboard notification area.
pacman -S volumeicon
And add volumeicon in Menu > Settings > Sessions and startup (or autostart it the way you want)
Make sure your dashboard has a notification area.
