This suggests that FreeBSD had similar issues that could be resolved by setting a bootloader option. But, none of the bootloader options available in Arch seem to work.
Maybe also try "console-mode 0".

Sounds bad indeed.
Most (many) live systems use syslinux, so that would be an easy test (on whether such live distro boots w/o monitor - ensure the testcase doesn't have an infinite wait ;-)

Yeah, that could be an idea. Or maybe your UEFI implementation is buggy and only allows headless boot in the BIOS compatibility mode.
In the BIOS, I've disabled IGD (Integrated Graphics Driver).
You could also try without disabling the IGD.
