pacman issue - where to file it?

I can read everything about pacman, except where to file issues regarding it.

Does anyone know where to file issues for it? If I search on common search engines, I obviously go a lot of old school game links, but the issue I'd like to file, in case it's not known already, is that whenever a mirror is unreachable, pacman keeps using such mirror as first resource, as opposite of blacklisting it and use any next available one to move forward.

This is particular painful when you install from scratch, maybe with automated scripts, so that any larger bundle you'd like to install (i.e. gnome) takes forever, and show always the same mirror error per each package that's being downloaded, and it bothers the broken mirror 'till the end.

Thanks for any hint/link/outcome.
