DE (KDE Plasma, Gnome Shell) performance degradation after screen slee

I'm experiencing issue in KDE Plasma and Gnome Shell where the performance drops significantly after the screen(s) goes to sleep due to inactivity. After the screen(s) wake from sleep and I unlock the lock screen everything is significantly slower (animations for changing workspaces, animations opening/closing applications etc.).
Sometimes turning the compositor off and on in KDE Plasma helps, but this is also random and mostly doesn't work. I've tested this with using both Intel and Nvidia cards, but the behavior is the same.
Did anyone experience anything similar?

I just tested the same thing with Gnome shell and got the same results - significant performance degradation after screen sleep (slow animations etc.). So, this after all isn't a KDE Plasma issue (I edited the initial post title).
Any ideas on how to debug this? This could be some ACPI/Power saving issue perhaps. I didn't experience this before.
