I mean effect like this https://github.com/Swordfish90/cool-retro-term but for all WM it's possible (do not redraw but apply like a filter)? If yes - how and what solutions can i use?

I do not know what you mean. cool-retro-term is a terminal emulator. Use it under any WM you like.

I think the OP wants a similar looking effect applied to the X11 display/monitor. This would have nothing directly to do with the WM, though. This would either be a modification to the Xorg server (no such thing currently exists to my knowledge) or, much more practically, a compositor.
While there are several compositors capabale of applying a wide range of effects, I don't know of any (and would be surprised if they existed) that apply this type of effect. So you have to modify an existing compositor. Which, frankly given that you are asking this question, is not something you'd be prepared to do.

Not to mention the effect used in cool-retro-term makes me nauseous after just a few minutes. Can't imagine the vertigo it'd give applied to the whole desktop <shuddder>
