As you see the frequency should be within 800 MHz and 1.80 GHz and it is under normal circumstances
Now I have steam and Half-Life 2 installed. When I play the game the cpu frequency suddenly switches to 2100Mhz. I wonder what's going on? When I quit the game everything returns to normal.
I have some games outside steam that i play with Wine and I have no such problem there.

Did you by any chance install gamemode ?
But to me this looks like intel turbo boost raising your frequency to maximum.
