Half Life 2 on steam alters cpupower limits

So these are my cpupower settings

[ugjka@archee ~]$ sudo cpupower frequency-info
analyzing CPU 0:
  driver: intel_pstate
CPUs which run at the same hardware frequency: 0
CPUs which need to have their frequency coordinated by software: 0
maximum transition latency: Cannot determine or is not supported.
  hardware limits: 800 MHz - 2.10 GHz
  available cpufreq governors: performance powersave
current policy: frequency should be within 800 MHz and 1.80 GHz.
The governor "powersave" may decide which speed to use
                  within this range.
current CPU frequency: Unable to call hardware
current CPU frequency: 1.71 GHz (asserted by call to kernel)
  boost state support:
    Supported: no
    Active: no
2100 MHz max turbo 4 active cores
2100 MHz max turbo 3 active cores
2100 MHz max turbo 2 active cores
2100 MHz max turbo 1 active cores

As you see the frequency should be within 800 MHz and 1.80 GHz and it is under normal circumstances

Now I have steam and Half-Life 2 installed. When I play the game the cpu frequency suddenly switches to 2100Mhz. I wonder what's going on? When I quit the game everything returns to normal.

I have some games outside steam that i play with Wine and I have no such problem there.

Re: Half Life 2 on steam alters cpupower limits

Did you by any chance install gamemode ?

But to me this looks like intel turbo boost raising your frequency to maximum.
