Bluetooth working only on some boots, 0 controllers available

For some reason, Bluetooth seems to only work every dozen boots or so when I boot Arch. There's no rhyme or reason as to when it seems to work, but more often than not it doesn't work.

Bluetooth is on the same card as my Wi-Fi. The Wi-Fi is integrated into my motherboard, which is a ASRock B450 Gaming ITX/AC. I don't have a Windows install to see if it works there, but the BIOS reports that networking is enabled and it does work every once in a while in Arch.

Here's the output of various diagnostics I've tried:

I'm at a loss here as to why it seems to report 0 controllers available, especially since sometimes it works. I've tried going into the BIOS and messing with settings (disabling/enabling the network adapter, etc.), but I'm not sure what's going on or how to fix it.
