A few days ago I upgraded my system and Telegram suddenly lost the option to use native desktop notifications. I made a ticket on github that was simply closed without a comment as a duplicate of a ticket describing the same issue, but from three years ago, and supposedly still unfixed. I have a hard time seeing how can it be the same issue when to me it only happened now.
Looking through that ticket I saw lot of people complaining about this over the years, and someone mentioning this to be a packaging issue in the Arch version, but this is beyond me so I would rather like to ask the opinion of the more knowledgeable folks here. What do you think?

Sorry for the late reply, I missed that I have a new reply here.
I somewhat recently rolled my system back to February 1 because of an issue, and then it worked again... for a while, then stopped working.
Now just upgraded my system back to up to date again, and still not working.

So notify-send works? Does telegram work if you only start it after at least one notifications has been shown with notify-send?

Yes, and there are lots of things on my system using notifications that all work.
Using KDE/Plasma 5, BTW.

No. The option is simply not there in the settings.

OK wait, now it works.
And I've just restarted my system to confirm: When Telegram runs on logging into KDE it does not have the option, if I then kill it, create a notification and start it again, the option is there.
There is also some discussion going on on my closed ticket on Github: https://github.com/telegramdesktop/tdesktop/issues/7130

Update: Apparently it's a racing condition when KDE starts: https://github.com/telegramdesktop/tdesktop/issues/5590
The weird thing though is that report is over a year old by I only started experiencing this a month ago.
