rfkill state sometimes not restored

Hi

I sometimes have to unblock Bluetooth manually via rfkill unblock bluetooth. If I look up the interfaces in /var/lib/systemd/rfkill/*, the files contain 1, which should be 0. Other times rfkill state is properly restored in the boot process. WLAN always gets properly unblocked. Systemd-rfkill reports to have properly restored rfkill state in both cases and I can not determine the difference causing this. What can cause this and how can I solve this?
