couple of questions about /etc/security/limits.conf

Okay, in my limits.conf I see

*               -       rtprio          0
*               -       nice            0

1. Is it actually necessary for this to be in there - i.e., PAM doesn't have a deny-by-default policy?

2. Doesn't having this positioned above the stuff relating to realtime audio break realtime for people in the audio group? Or do I have that wrong?
